Technology Improvement Program

VSCO, through its Technology Improvement Program, is providing funding to some Victorian councils and water authorities to help them improve their systems and enable online certificate transactions.

These improvements will mean that vendors will be able to acquire certificates online to complete their Vendors Statement (Section 32).  Purchasers will also benefit from improved production and delivery times.  A paper and postal based order can take up to three weeks to complete.

Expressions of interest were sought with almost 90 per cent of eligible participants responding and being invited to submit detailed submissions for funding. In June 2004, Planning Minister Mary Delahunty announced $1.3 million funding for the Technology Improvement Program (TIP) which will help councils take-up online options for vendor statement certificate ordering and delivery. Approximately 87 Councils and Water Authorities are participating in the program via group or individual system enhancement projects.

The emphasis of these projects has been on:

  • Software purchase to enable certificate orders to be placed via custodians websites
  • Application to Application interfaces for third party information brokers acting as agents for certificate orders
  • Data quality improvement programs

Most of the projects will be completed by June 2005 and many benefits will flow to the Local Government sector and the real estate industry as a whole.
