Program Development

The Land Exchange has used the PRINCE 2 Project Management method as the standard for development and scoping of its projects.

A governance structure was put in place to provide overall direction and support for Land Exchange Program development and delivery. The Governance Model provides information on the Land Exchange Steering Committee, the Program Control Board, the Program Office, Business Assurance Group and Project Control Groups.

In August 2002 Ajilon Australia Pty Ltd was appointed to assist with Land Exchange project scoping activities and was subsequently appointed, through a separate public tender process to provide Land Exchange program management support.

Key activities and achievements of Land Exchange since August 2002 include:

  • Scoping of Land Exchange projects
  • Development of project functional and technical specifications
  • Development of EC and SPEAR use cases
  • Appointment of application developers (Object Consulting) and infrastructure managers (Fujitsu Australia Pty Ltd)
  • Technical and Security Architecture
  • Development of a Solutions Architecture Model
  • Development of Business Operating Model
  • Development of an EC prototype
  • User Interface design and standards for the first release of SPEAR and EC
  • Conduct of numerous stakeholder forums for EC and SPEAR
  • Launch of VSCO's Property Translation Service (PTS)
  • Launch of CLSO Access System
