Working with Certificates of Title
To use the Electronic Conveyancing (EC) system, any paper Certificate of Title (pCT) with which you are dealing must first be converted from a paper title to an electronic Certificate of Title (eCT). Any pCT to be converted must be surrendered to Land Victoria (LV), with the resulting eCT being held against a Subscriber's Victorian Online Title System (VOTS) customer code. For more information about VOTS, see Fact Sheet - VOTS customer codes. All title conversions are done within the EC system.
Note: A Certificate of Title is not required when lodging a caveat in EC.
How do I convert a pCT to an eCT?
- Using the EC system, send a conversion request ("Administrative Notice" in EC) for your title to LV.
- Submit the paper title to LV with a covering letter clearly stating the purpose for which the pCT is being presented (i.e. conversion of pCT to eCT). The letter should be on organisation letterhead to enable LV to return the pCT to the correct party and location in the event the conversion does not proceed. In the letter please state: "The following paper Certificate/s of Title are being presented to Land Victoria for conversion to electronic Certificate/s of Title (eCT). List of title volume and folios included in the Administrative Notice are..."
- LV staff will process the Administrative Notice which will convert the title into electronic format.
- The electronic title (eCT) is now under control by that Subscriber via their VOTS customer code and can now be used in the EC system.
How do I convert an eCT to a pCT?
An electronic title under eCT control by a Subscriber can be converted back to a pCT at any time in the EC system. The paper title will then be printed by LV and sent out to the controlling party address contained in their VOTS customer code.
Do I still get a pCT?
Subscribers will be given a choice to leave the title as an eCT or to nominate directly to a paper Instrument in the EC system. If a pCT is nominated it will be printed by LV and sent out to the controlling party address contained in the Subscriber's VOTS customer code.
