Becoming a Subscriber
Although Electronic Conveyancing (EC) Subscribers are typically solicitors, conveyancers or financial institutions, any person has the right to become a Subscriber and use the EC system provided they meet the eligibility criteria specified in the Registrar’s Requirements. By Subscribing to EC, the applicant is signing up to the EC System Rules. The Registrar's Requirements and the EC System Rules can be located at the EC registration documents page of the EC website.
The decision as to whether an applicant will be registered is made by the Registrar of Titles.
There are no fees or charges applicable to Registering for EC. The only costs incurred are those associated with obtaining the Digital Signature Certificates used to sign in EC. For more information see Fact Sheet - Digital Signature Certificates.
Information for vendors and purchasers
Only registered Subscribers can access the EC system. Unless you wish to subscribe and act on your own behalf, you will need to engage a Subscriber (typically a solicitor or conveyancer) to act on your behalf. To find a current Subscriber, refer to the EC Subscribers list on the EC website.
To engage a Subscriber to act on your behalf, you will be required to sign a Representation Agreement that gives the Subscriber the authority to do this. This Agreement is a standard form that comes with an explanatory brochure. The Representation Agreement can be found in the Registrar's Requirements located at the EC registration documents page of the EC website.
Electronic Conveyancing Subscriber requirements
In addition to having read and agreed to the Registrar's Requirements and the EC System Rules, Subscribers must also meet the following requirements.
- Australian Business Number (ABN).
- Insurance (as stated in the Registrar's Requirements).
During the EC Registration process, you will be assisted to obtain the following:
- An ABN-DSC (Australian Business Number - Digital Signature Certificate) from VeriSign, which is obtained using an ABN.
- A Victorian Online Title System (VOTS) customer code. See Fact Sheet - VOTS customer codes.
